I, Believe the power of the Lich King is far more then Arthas or Ner'Zhul.

The power of the 'Lich King' is derived more from the armor contained within the Frozen Throne. I would even go to say that Ner'Zhul is not the first to inhabit it, the Burning Legion had the throne and the armor within it, and yet didn't use it themselves. Perhaps a soul was required to use the armor, so using Ner'Zhul as their servant, encasing his shattered soul in the crystal was their way of unlocking it's powers, Ner'Zhul with whatever influences of other souls had been able to seize Arthas and force him to break the prison, freeing them both from the control of the Legion.

As with much lore in this game, I would think the Lich King can be defeated, and destroyed. But the armor will have to be sealed away, perhaps in another crystal throne of sorts.

Speculating on the origins of the armor and the crystal that encased it makes me think of Sargeras. Perhaps the prior owner of this armor was a creature Sargeras defeated before his corruption by the Eredar, Or sorry, the Nathrezim. And as the many other demons that he'd enslaved to make his armies, the sealed armor may be just one of many enchanted items hiding in his dark closet.
