Well, maybe.. Ghostcrawler responded to this question in a recent discussion:

We recognize that weapon enchants (and even weapons in general) aren’t as exciting for casters and healers specifically as they are for melee. Procs are certainly one way to address that problem, and it’s something we’re taking a hard look at. As several players have pointed out though, they aren’t trivial to design. Proc’ing damage is generally useful for a damage-dealer. Proc’ing a heal is unreliable at best and often just wasted.

I’d like to see a spell proc that adds damage to my healing rotation, such as “Next target of Rejuv increases AP by 250 for 20 seconds”. It is not a self buff, but like innervate or GotW, an awesome party buff. It is interesting in that it affects my regular cast rotation, and has many uses: helping a tank build threat through damage, significant DPS boost vs. boss, help DPS to burn an add…
Or perhaps an appropriate to fight buff, like immune to fear or poison for 10 seconds. I’d LOVE to be able to stand in the [insert random color here] stuff once in a while, or have a few seconds free of watching EVERYTHING just to admire the artwork of the mobs up close.

A proc for a healer could be something like Tank said, to do with Overhealing. Something like:
“All non-periodic healing spells that overheal will have 10% of their mana cost restored to the caster. Lasts 10 secs.”
But then again, it falls under the category of being random, and thus, not as useful as it could be.

True and untrue – it’s wasted because more then 50% of all heals – usually are overheals, but perhaps give a proc effect where if you overheal – you have a small chance at refunding “x” amount of mana back, or perhaps instead of that (where people STILL overheal too much) give a boost to MP5/Spirit *based on highest value of user* to make mana last longer, yet not encourage overhealing too much.
